The State of Texas developed the Department of Information Resources to aggregate the power of the Texas agencies, cities, counties, schools, and other aligned institutions.  This is valuable as it allows these institutions to purchase quickly and effectively with already-agreed-on terms and conditions, pricing, and vetted organizations.

In 2019, these institutions leveraged cooperative contracts to the tune of $1.181 million according to Hershel Becker, Chief Procurement Officer of the Texas DIR.  Trends identified include organizations looking at cloud services to smooth out their spend, and the contracts have many options to meet these changing needs: hardware, software, managed/ongoing services, implementation services, professional services.
